In accordance with the National Labor Relations Act of 1935, in some states unions can form agreements with employers that prevent nonunion labor from being hired. One prominent example of this is the labor unions in many states. Even if you have confidence in your own abilities, you might fal into the pessimistic mind-set of "What can one person do?" The absence of a sense of political efficacy -the belief that one person can make a difference- is the third barrier to interest group formation identified by Olson.
It takes money to form and maintain a group, but it also takes a large commitment of time and energy. For one person to form a visible group that attracts many people and can be influential, money must be spent. This is a chief reason why many people who share common concerns do not organize. The second barrier that Olson identified in group formation is cost. Olson notes that free riding is more likely to occur with groups that provide public goods, or collective goods, things of value that cannot be given to one group exclusively but instead benefit society as a whole. (In essence, why should I spend my time and energy when others will do the work and I will benefit?). The first barrier is the tendency of individuals to allow others to do work on their behalf.
